“DHA Transition Strategy for Pivoted Activities”

Background

The Digital Health Activity is a five-year USAID funded flagship project that supports the health sector to build a sustainable health information system – HIS that ensures the entire health sector has the data and skills to improve the health and well-being of all Ethiopians through increased quality and standardized health care services. DHA also works on digital health tools which empower the community and create demand for quality health services. In light of the current USAID policy guidance, the DHA has made changes to the approach, coordination and implementation of its activities. The overall goal of the Digital Health Activity will be anchored on improving the availability of quality health services by deploying data driven and patient centered digital tools.

Given the new policy guidance, DHA has pivoted some of its workstreams and planned to transition these pivoted activities for implementing partners, professional associations, universities and the private sector. In order to ensure smooth transition, DHA plans to wrap up some of the started activities within the next 6-9 months while simultaneously working on implementing a transition strategy that will developed as part of this consultancy assignment, which will be specific to the peculiar requirements of the different pivoted activities. 

This consultancy assignment is to develop a transition strategy for pivoted activities and it is expected to identify the tools, techniques, and methodologies that are needed to perform an efficient and effective transition to different stakeholders.

DHA is looking for a short term consultant to develop DHA’s transition strategy for work streams that are decided to be pivoted.   The consultant will work with the various DHA teams to analyze the current status of the different workstreams, activities that can be done within the allowed ramp up period, potential activities that can be handed over to the government, activities that need support from other partners, universities, and professional associations, areas that require nurturing the private sector (including analyzing the different options and recommending the recommended strategy), and approaches for   stakeholders engagement for operationalizing the strategy.

The consultants will be engaged to conduct the following activities:

  • Work with the various DHA teams to analyze the current status and come up with a clear transition plan with timeline for pivoted activities – this includes list of activities that need to be completed in the next six months, defining the documentations required for government handover, strategies for government capacity building to facilitate handover, and identifying areas that require engagement of other stakeholders, including private sector, universities, professional associations, and implementing partners.
  • Develop strategies for setting up and nurturing the private sector to takeover some of the planned activities.
  • Identify areas where the different professional associations can be engaged and develop detailed strategy to coordinate their engagement.
  • Identify areas where partners can take over and develop detailed strategy to facilitate the handover process (including identifying and planning the development of required documentation.
  • The consultant will work closely with the DHA team to ensure the strategy will have ownership and participation of teams and correspond with the current USAID guidelines for DHA support.

Successful applicants will have the following competencies:

  • A postgraduate qualification in an area related to digital health, health informatics, public health, computer science, information systems or related.
  • Demonstrated Experience in the health sector and working directly with MOH and the health sectors will be an added advantage.
  • The consultant (s) should provide references/documents for key projects implemented.
  • Over 5 years of experience in conducting similar exercises, preferably in the NGO and/or health sector.
  • A demonstrated high level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines.
  • Strong interpersonal and communication skills.
  • High proficiency in written and spoken English.
  • Deadline driven with a focus on results.

The assignment period is expected to be 23 working days; Final date of delivery is 29 December, 2021.
